What it actually means. The interesting move is not another catalogue of procurement agents. It is the attempt to make one agent work across a transactional system, then govern it at the same layer that governs people. That is the real category test now. Not whether an agent can find a supplier or summarise a contract, but whether it can take a chain of actions without becoming an untraceable second organisation.
