A procurement skills matrix becomes useless when every role is expected to be excellent at everything. It becomes useful when it helps a person, manager or team decide which capability matters for which work—and what evidence would show progress.

This matrix groups sixteen procurement capabilities into four domains. Use it as an inventory, then choose the few that matter for your role and strategy.

Score each relevant capability at four levels:

Define the target level for a role before scoring the person. A procurement analyst may need system leadership in data analysis but only awareness of complex contract negotiation. A category lead may need ownership across sourcing, market analysis and negotiation.

Clarifies the business outcome, scope, constraints, users and assumptions before a solution is selected.

Understands supplier models, market dynamics, routes to market, leverage and sourcing options.

Separates price from cost, demand, risk and wider value. Makes assumptions visible.

Designs objectives, alternatives, information, sequencing, concessions and governance.

Connects obligations, ownership, performance, changes, notices and renewals after signature.

Example role profiles

Category manager

Prioritise market strategy, cost and value, negotiation, stakeholder influence and supplier management. Add working knowledge of contracts, risk and data.

Procurement operations lead

Prioritise process design, data, technology, project management and change. Add commercial knowledge so the system supports the work rather than standardising it blindly.

Supplier manager

Prioritise contracts, performance, SRM, risk and communication. Add data and workflow capability to make governance evidence easier to trust.

Procurement analyst

Prioritise data literacy, communication, cost analysis and technology. Add enough sourcing and supplier context to interpret the numbers correctly.

Build a team view

Aggregate the role profiles to ask:

  • Which capabilities are essential to the operating model?

  • Where is the team dependent on one person?

  • Which gaps should be hired, developed or accessed through specialists?

  • Which capability is claimed but lacks work evidence?

  • Where could AI support the task without obscuring accountability?

Do not use the matrix as a performance ranking without context. It is a development and workforce-planning tool, not a league table.

They may be separate role requirements where the organisation, category or jurisdiction demands depth. In a general matrix, they sit across market strategy, risk and ethical judgement.

How should AI appear in the matrix?

Include a core supervision capability, then describe how AI changes each relevant task. For example, market research now includes source checking; contract review includes escalation and provenance; analytics includes validation of generated interpretations.

How often should the matrix be updated?

Review it when roles, strategy or the operating model materially change. Individual development evidence can be reviewed quarterly.
