What happened. The International Telecommunication Union launched a focus group to develop international frameworks for the identity, trustworthiness and meaningful human control of AI agents.

What it actually means. Enterprises are giving agents access to systems, information and execution rights before establishing the governance structures needed to control them.

Every production agent will eventually need an identifiable owner, a defined scope of authority, an access record and a way to revoke its permissions. Procurement already maintains supplier registers and contract registers. The agent register is the logical next control.

Identity tells you which agent acted. Accountability tells you which human was responsible.

What to watch. Whether agent identity standards begin appearing in enterprise access-management tools and procurement due-diligence requirements.
