What it actually means. Digital procurement is often sold through cycle-time reductions and user experience. In the public sector, the stronger case may be institutional memory.
Paper processes and fragmented approvals make it harder to establish who approved a transaction, which suppliers were considered and whether policy was applied consistently. A digital audit trail does not eliminate misconduct. It makes actions more visible, harder to alter and easier to investigate.

What to watch. Whether Tshwane publishes measurable changes in irregular expenditure, procurement lead times and supplier participation after the platform is fully adopted.
