What happened. The City of Tshwane launched an SAP Ariba procurement platform as part of a R237 million financial-modernisation programme intended to improve traceability, governance and control over public spending.

What it actually means. Digital procurement is often sold through cycle-time reductions and user experience. In the public sector, the stronger case may be institutional memory.

Paper processes and fragmented approvals make it harder to establish who approved a transaction, which suppliers were considered and whether policy was applied consistently. A digital audit trail does not eliminate misconduct. It makes actions more visible, harder to alter and easier to investigate.
